International Cooperation

Montecargo is the member of the following international organizations important for the development of the railway market and regulations such as the CER-Community of European Railways and infrastructure, the UIC -International Union of Railways, CIT – International Rail Transport Committee and FTE – Forum Train Europe.

Montenegro is the member of the international organization OTIF – Intergovernmental Organization for International Carriage by Rail.

The CER is the international organization based in Brussels that exists for 25 years and it is recognized as the voice of European railways in this competitive environment. It gathers more than 80 railway companies and managers of infrastructure and companies that offer leased cars. CER members represent 75% of the total rail network lenght. CER members come from Norway, Switzerland, EU candidate countries such as Macedonia, Montenegro, Serbia and Turkey and Western Balkans countries.

The UIC is the International Union of Railwayswhich has 197 members across 5 continents. 82 of them are active members including from Europe, Russia, the Middle East, North Africa, South Africa, China, Pakistan, Taiwan, India, Japan, Korea, Kazakhstan and companies operating worldwide. It has 80 associate members including Montecargo JSC. The UIC’s mission is to promote rail transport at world level and meet the challenges of mobility and sustainable development.The UIC’s main objectives are to facilitate the sharing of best practices among members, support members in their efforts to develop new business and new areas of activities, propose new ways to improve technical and environmental performance, promote interoperability, create new world standards for railways.

The CIT-International Rail Transport Committee is an association of 200 railway undertakings and shipping companies which provide international passenger and/or freight services. 130 organisations are members in their own right, 80 organisations are linked indirectly by being members of CIT associate members. The CIT helps railway undertakings to implement international rail transport law. To achieve that, it draws up and maintains legal publications and boilerplate documents for international traffic by rail, standardises the contractual relationships between customers, carriers and infrastructure managers.

OTIF is an association of Member States that apply most of the COTIF document to the International Convention on International Carriage by Rail, CIM, CIV, RID, CUV, CUI, APTU and ATMF

The aim of OTIF is the further development of rail transport law in the following areas:

  • contract of carriage for the international carriage of passengers and goods
  • contract of use of vehicles
  • contract on the use of railway infrastructure
  • carriage of dangerous goods in international rail transport

FTE – Forum Train Europeis the European association of railway companies and service companies headquartered in Bern, Switzerland. As a coordinating body for railway companies, FTE promotes cross-border coordination between railway companies. It cooperates with international companies such as CER, CIT, OSShD/OSJD, RNE and UIC.
